How does the Luhn algorithm work for IMEI validation?

The Luhn algorithm calculates a check digit by doubling every second digit from the right, subtracting 9 from results greater than 9, summing all digits, and computing the value needed to make the total a multiple of 10. This check digit is appended as the 15th digit of the IMEI.
What is a TAC (Type Allocation Code) in an IMEI?
