How are phone number formats structured differently across countries?

Phone number formats vary significantly by country. The US and Canada use a fixed 10-digit format (3-digit area code + 7 digits). The UK uses variable-length numbers (London numbers start with 020, mobiles with 07). Germany has variable-length area codes (Berlin is 030, Munich is 089). What is the E.164 international phone number standard?
